The following program requirement will get you on the right track with planning your sojourn grant application. These requirements are not all-inclusive, but they cover some of the sticking points that past sojourn organizers have gotten stuck on.   • Sojourn sponsors must be a non-profit organization with 501(c)3 status from the IRS and registered with the PA Department of State Bureau of Charitable Organizations.
  • Sojourns must be open to the public. Sojourns should target underserved populations (groups of people who rarely have paddling opportunities) and can be youth-only.
  • Sojourns must be on a river or creek in Pennsylvania. If your sojourn includes some days outside of Pennsylvania, then the sojourn is only eligible for grant funding for its PA days.
  • Sponsoring organizations must carry general liability insurance for the event and list POWR as additionally insured. We offer an optional insurance program to meet this requirement.
  • Sojourns must have a promotional web page with online registration. We can optionally provide this service.
  • Every on-water day must include at least one educational program. More are encouraged.
  • A written safety plan must be completed prior to the sojourn and submitted to POWR.
  • Designated safety personnel must be on the river at all times.
  • Daily safety briefings must be conducted at the beginning of all on-water days.
  • Foul weather plans and low/high flow plans must be developed.
  • Organizers must survey participants and provide a summary of the results with POWR. We have example surveys that you may use.
  • Mini-grants may not be used to fulfill match requirement for other DCNR funded grant projects.
