The Pennsylvania Organization for Watersheds and Rivers (POWR), in partnership with the PA Fish and Boat Commission and the PA Department of Conservation and Natural Resources offers the Statewide Waterway Access Grants (SWAG) program.
Now in its fourth year, SWAG provides mini-grants of up to $30,000 to support community-led projects that enhance public access to Pennsylvania rivers and streams for non-motorized boating and fishing, and other recreational use. Funded projects also support conservation, stewardship, and community engagement objectives, helping residents connect to local waterways.
Since its inception, SWAG has funded over 20 projects across the Commonwealth, opening miles of streamfront to the public. Projects have included site acquisition along waterways, new canoe/kayak access construction, all-ability access, and rehabilitation of existing facilities to provide safe, multi-use recreation points.
POWR provides administration, technical assistance, and program management, including application guidance, project review, and reporting support.
